Procedure for hearing appeals not dismissed summarily

Why this exists

Once an appeal survives the initial screening, fairness requires that everyone with a stake in the outcome -- the appellant, the complainant, relevant officials, or the accused (in government/acquittal appeals) -- knows when the hearing will happen and what grounds are being argued, so they can properly participate. The rule limiting appeals-on-sentence-only to that narrow ground (unless the court allows more) keeps the hearing focused. It continues section 385 of the CrPC, 1973.
