Procedure where accused is not discharged

Why this exists

This handles the unusual situation where prosecution evidence in a complaint-based warrant case was already taken before a charge was formally framed (often because the case started as a summons-case and was later found to need a proper charge), letting the accused selectively cross-examine only the witnesses he needs to, while stopping cases from stalling indefinitely if witnesses genuinely can't be traced despite real effort. It mirrors section 246 of the earlier Code of Criminal Procedure.
