Article 186
Salaries and allowances of the Speaker and Deputy Speaker and the Chairman and Deputy Chairman
There shall be paid to the Speaker and the Deputy Speaker of the Legislative Assembly, and to the Chairman and the Deputy Chairman of the Legislative Council, such salaries and allowances as may be respectively fixed by the Legislature of the State by law and, until provision in that behalf is so made, such salaries and allowances as are specified in the Second Schedule.
Why this exists
This provision ensures that key presiding officers of state legislatures are guaranteed a salary, so their independence and dignity aren't left to the whims of the executive or subject to political pressure. By allowing the State Legislature to fix pay through ordinary law, it gives states flexibility to adjust salaries over time (e.g., for inflation), while the Second Schedule acts as a fallback so these offices are never left unpaid due to legislative inaction.
